STAC stands for SpatioTemporal Asset Catalog. It is a language to describe geospatial information, making it easier to work with, index, and discover. It is a standardised way to organise and access any kind of geospatial data, whether it's satellite imagery, drone footage, lidar, or bathymetry data.
STAC support in QGIS was implemented by Lutra Consulting. To use STAC in the QGIS browser you will need QGIS 3.40 (for basic funcionality) but preferrably 3.42 or later for filtering of STAC catalogs. At present the better-open-data STAC is not filterable so you'll be good with QGIS 3.40 or greater.
You can add a new STAC connection either through the Browser Panel or Data Source Manager:

As the data in the better-open-data STAC are Cloud Optimized format (COG), you can drag and drop items into QGIS canvas to view them. Enjoy!
